She did what I would call a "modified" lip sync. She was indeed singing that day but she was singing into a "dead" microphone so that is why her veins are sticking out. The crowd and the TV audience could not actually hear her singing. What they heard was prerecorded days prior to her performance. However, if you click on the Video Response you will see Whitney sing the Anthem live at the "Welcome Home Heroes" concert in 1991; no lip syncing, no auto-tune.

At ~2:40 the video clearly shows only four F-16 jets flying overhead in the finger-four formation and then flying off into the night sky in level flight.
